Social Welfare in Brazil, 1916

Lately, the social welfare of our grand country has been seeing a brutal collapse. My fellow colleagues’ and I have noticed this great decline of our country’s welfare and know something needs to be done. This whole issue poses “the social question”: who do we fault for this great decline? We place this blame largely on the increasing population of blacks. Mostly all of these blacks are poor and have a weak usage of hygiene. Many were ill, others were dirty, ignorant and hereditarily unfit.

There is nothing any of us, who practice good hygiene, can do. If nothing is done the exposure to this problem is going to be present. Since most of these people have limited education and have little to no income to provide for their family, they struggle to take care of themselves.

We, as medical workers have been extensively trying to remodel the city as a more sanitization-friendly venue. More sanitation services are needed if we are going to limit the dangers of our present welfare. Brazil still has yet to pass any legislation on social welfare. Even a small legislation will do wonders for the movement towards a more sanitized country that we all love so dearly. This legislation has to consist of more services to help the less fortunate become active in better social welfare. I am here to say that this needs to be done quickly because if not our country will continue to face degeneration rather than the movement towards progress.

  1. And who will pay for this social welfare? The wealthy cannot be expected to pay for all of your grand plans. In order for me to even listen to such proposals is if there is something extra in it for us. Perhaps we can tax the lower classes specifically so that the wealthy are not hindered financially, allowing further expansion of our own investments.
